He is an economist at the Instituto Tecnológico Autónomo de México and graduated with honours. Winner of the second place of the National Prize of Economy Banamex in the category of thesis of degree in 1987. He has been a professor of economics at ITAM also.
In the financial sector, he worked as a trainee and credit analyst at Citibank in New York and Buenos Aires. Since 1988 he held various positions in the public administration, as advisor to the Under-Secretary for Planning and Budgetary Control in the secretariat of programming and budget, coordinator of advisors of the Secretary of programming and Budget and, Subsequently, the Secretary of public education. He was Deputy Director of scientific and technological policy at the National Council of Science and Technology (CONACYT) and Under-Secretary of Planning and Coordination at the Ministry of Public Education, a position he held from 1994 to April 2001.
He participated in the design, execution and monitoring of multiple public programs and projects related to the structural changes promoted by the federal government in the nineties. During his time inCONACYT, he participated in various national and international forums related to science and technology policies.
He held an active role in the decentralization of education to state governments in 1992 and in multiple projects that, until the year 2000, formed the educational policy. He was responsible for the general negotiation and application of the federal education budget in the period 1995-2000.
Since May 2001, he has worked in Valora Consultoría, S.C. In his capacity as a partner of this office, he has coordinated diverse projects with federal agencies and entities, state educational authorities, educational institutions, companies in Mexico and abroad, philanthropic organizations and agencies International.
Since 2016, he has presided with honours the National Council for Social Participation in Education. The Council has diverse powers to comment on the country’s educational policy, to promote social participation in schools and to know the results of the students’ performance.
